True, but then the "prosecuting the illegals" would be part of the system, an unspoken part. It would have to be a part for the system to be viable. If that component, the one about what we do with illegals, isn't being discussed, it could be that the plan hasn't been thought through, or it could be an intentional omission for a variety of political reasons, some more noble than others. It's always so hard to tell if politicians are being dumb or deceptive. Until it's too late.
