Joking aside, I think the developed countries should make some financial/taxation policy to curb those multinational companies transferring more and more jobs out of their countries. But since most of politicians are in the pocket of multinational companies, this seems impossible.

China, in general, is not a winner either in this "racing to the bottom" game. The big winners are those CEOs and minority of elite working in those multinational companies.

The real GDP in China, if taking into account of the damage made to their environment, might come out negative, believe it or not. The long term potential cost is perhaps over the short term gain.

Why cant those services be done in China instead of the UK?

To answer that question you have to look at how services companies start and why they grow.
