Unlike the US, the main research army is among the universities, in China, the main research army is still in the state research institutes, e.g. Chinese Academy of Sciences, Chinese Academy of Social Sciences, Chinese Academy of Agricultural Sciences, etc. There are a national academy in pretty much every major field, and most provinces has their branches. They get major funding from state. >

Similar situation in India. Indian Institute of Technology, Indian Statistical Institute , Indian Institute of Sciences, etc, are all govt funded.
