Crime is a fact of life in every democracy. However, in America we have a very advanced police force and institutions to prosecute and put people away when they do bad things. For instance, if you were to kidnap someone and saw their head off, it is very likely you would be put away for life, if not sentenced to death. In the Middle East, people think you are a hero when you saw someone's head off. So your comparison of Americans to Middle East Muslims proves itself a little tenuous.
