To claim the Carter administration cleverly manipulated the USSR into invading Afghanistan, manipulated the fall of the Shah, a long-time US ally, and the rise of Khomeini, In a way, Carter "manipulated" the fall of the Shah by failing to support him adequately, and by letting the fanatics take over Iran, Carter is at least partially responsible for the suffering and even torture of Iranian women who wanted freedom from religious persecution. To this day, I wonder if Jimmy Carter realizes what his passivity did to so many innocent Iranian people.
