Hi Win. Re: An embassy spokesman said Thursday that U.S. personnel who need to travel between the airport and the embassy, which is in the heavily fortified area known as the Green Zone, would be transported by helicopter.

Those who conclude that fewer American casualties, or attacks on American units, reflect an improving situation in Iraq should think twice. We've gone from attempting to "patrol the streets" and fix the infrastructure to moving around much less and in very limited locales. The exceptions, of course, are when our units make widespread and heavily armed raids. If it weren't for the necessity of transporting supplies and people we'd be taking even fewer casualties.

Keeping our heads down is a smart move but the fact that we're forced to do so says a lot about the evolving situation on the ground. If we stay longer term in Iraq I believe we'll turtle up even more and make even greater use of air travel. Whatever happened to those 14 permanent military bases we were building?

In the meantime I guess we won't be holding elections on that ten mile section of highway between the airport and the Green Zone since we can't secure that stretch. It must be located in one of the 2 or 3 provinces where elections could not be "held today." Ed
