How does this hold for al-Sistani? "appears willing to let democratic, secular power lead the way" Except that he demands that Iraq's Constitution is essentially the Koran. That is, Iraq can have a democratic, secular government except when it dares to disagree with religion. IMO, that's also what the Bush administration is saying.
