No, it isn't. There's no argument about that. But it is the proper tool to measure the value of the US dollar, itself.

The problem about the Euro is that it didn't exist in 1994, so it is of purely theoretical interest to talk about its value then.

Anyway, if you want to talk about the value of the Euro based hypothetically on the currencies that comprise it we can.
