Again, it is simple finance for anyone who understands finance. If you have an unfunded SS obligation, you can declare that debt and borrow to cover it, which in this case means recognizing that SS does not have enough surplus to fund future generations' retirement.

If we don't declare that debt now and do nothing, then that unfunded balance will continue to balloon. The unfunded portion is estimated to be around $10 trillion now and is expected to rise to $40 trillion by 2040. When do prefer we do something about it? Should we stick our heads in the sand now and wait until the problem is worse?
