As a practical matter, it is true that we have to begin force reduction sooner than four years from now, although a residual force could remain in place to continue training, intelligence collection, and forward basing duties, at 50% or less of current force levels. However, our message is "stay the course", and the practical definition of that is a commitment to bring Iraqi forces along, whether it takes a year or two, until they are competent to take the brunt. Once we have done all within reason to stabilize the situation, then we can talk about damage limitation.
