We go in with guns blazing on the basis of surmises, because we cannot tolerate the terrorists hiding in the shadows. But that is not deterrence, that is reaching the end of one's rope.

The empirical evidence that Iraq was involved in any terrorism against the US sketchy when you wrote that piece; there was no hard evidence at all; there were no smoking guns then and there certainly are not now.

Its fine to simply state that we "cannot tolerate the terrorists hiding in the shadows" but with no evidence in hand worth taking action on, its clear that the US was not at the end of any rope.
