Bush should not be blamed for Kyoto, Clinton too made it clear that Kyoto was not the business of USA.

Many things happen in two-party-systems, presidents,senates and congresses, and sometimes they all go one-party.

Btw, it is already many moons since the rest of the world decided they could not wait for either Clinton nor Bush.

This Kyoto-thing is a long-term stuff, much longer than election- and term-limits in USA.

There are many ways to skin even a fat, well gerrymandered cat.
