Basically, what you are saying is that it makes a difference if the person making the speech is representing the Government and giving a speech on behalf of the Government on Government property?

I guess you could say that the streets of Denver are Government property. Using that logic, all religious speech should be banned. In the case under discussion, one could ask why that restriction does not include those who celebrate homosexuality and a Chinese holiday tradition? And why only Christians are restricted? I thought the use of the "public square" was shared by all.

The focus is NOT on the content of the speech, it's on the actor, the person or organization delivering the speech.
