The warlords are a relic of the country's unruly past. Karzai's electoral victory gave him a lot of clout (it wasn't just Kabul residents who voted for him but a majority of hte whole country) and he has dismissed warlords who held gov't positions. Over time, the power of the central gov't will grow and the warlords will decrease. BTW it is non-US NATO troops who provide security in Kabul.
