I don't think so... The article also reports that Lenovo's PC Unit HQ will be relocated from Beijing to NYC... and let's just look at how other, successful PC makers handle their worldwide operations: DELL for instance... DELL has offices throughout the EU, part of its EMEA unit (Europe-Middle-East-Africa) and an assembly plant in Ireland. (*)

Dell Computer doesn't run its European business from Texas... Same thing with Hewlett-Packard-Compaq... Another incentive for Lenovo to hire US locals is that many PC buyers are institutions like banks, universities, public administrations, etc. that is, community-driven/aware customers who'll favor "local suppliers" over foreign ones....
