Perhaps he thought he should stop so we wouldnt get involved.. He could have gotten to saudi later as he followed the hitler europe model on how to confront appeasement in one step at a time fashion. He had reason to believe (mistakenly) the US would let him have to Kuwait but not Saudi at least in Round 1. But if you want to know the real skinny ask Thinking Cap.
