I can't answer for the PNAC, which I never regarded as more than another lobbying group, and was not very well- acquainted with. I can say that the a lot of neocons thought that Islamic terrorism was the emerging issue, in the wake of the Cold War.

What Fareed Zakaria said at the beginning of his review is pretty much the truth, though. There was no neoconservative "line" on a lot of these issues. There were some shared concerns and frames of reference, but that just meant that neocons were not constantly debating first principles. That is why it is such a joke to refer to the PNAC or The Weekly Standard as if they had particular authority. For example, The Weekly Standard supported John McCain, for which a lot of us, conservative or neo, criticized it.

It is not especially true that Frum and Perle speak for all neocons. It is true that they have some influence, but it is doubtful that most neocons would fully subscribe to their proposals.
