If they are reimplemented, they may be classified as a Premium feature. The feature that you are asking about (automated sequential reading of a user's posts) never existed on the old site. Somebody correct me if I'm wrong, but the New Post counter in PeopleMarks on the old site was not a link at all, was it? If it was, then it would have taken you to their first unread post, but only "normal" navigation would have been available from that post, not the current "next/prev post by this user" navigation. I don't recall it being clickable at all.
