There are actually plenty of laws that don't get enforced in VA. For example, adultery is a class 4 misdemeanor. Nobody gets prosecuted for adultery, but nobody is brave enough to try to get the law repealed, either.

Well, it does allow adulterers to "take the Fifth" in divorce cases, so maybe that's why the General Assembly keeps it - just in case they get sued for adultery in a divorce case. ;^)
