I believe the question is coming down to this.

Does Government, or an agent of the Government, have the right to exclude certain groups from public sponsored events?

In the case of the Denver Parade of Lights, who decides which group is acceptable and which group is unacceptable, and why?

Government does not speak with one voice, as you very well understand. The people have a right to express their opinion, including Government, but I don't think Government has the right to discriminate on the basis of religion.

Do they?
