That is correct but back then oil as a resource needed to be available pretty much just next to where it was supposed to be utilized.

In ME it first had to be found, next and long before just pumping it up ways and means of transportation had to be invented and created. All of which was delayed by the two wars.
Note that while the German forces worked their ways towards the oil wells in Caucasus necessary to win the war, Rommel's priorities were not directed towards the ME for oil for good reason.
