I'd say there is significant difference between the two.

The individual thread ban lists are public; anyone can see who is banned and decide if it's appropriate for their participation. Individual ignore lists are a matter of personal preference, having minimal affect on other users. Therefore, publicizing who has someone on ignore is considered private.
