In fact, Richard Clarke did tell the Washington Post that "intelligence existed linking bin Laden to Al Shifa's current and past operators, the Iraqi nerve gas experts and the National Islamic Front in Sudan." The Washington Post published a story saying so on January 23, 1999. There are numerous websites which record this. I cited one in my reply to Win.

I could have also noted that the Clinton administration cited cooperation between Al Qaida and Iraq in it's indictment of OBL over the African embassy bombings.
