Yep. Does the telephone network follow "network neutrality?"

I'd say yes, to the extent practical, despite (or supplemented by, depending on your viewpoint) CALEA, telemarketing, different laws on recorded conversations in different states, occasional "all circuits are busy," prank calls, call-id blocking not working when you call 800 numbers, and the various service-changing scams and financial scams it transports.

I'm sure there are more. Most of those are analogous to the various scenarios where some claim NNP is not possible w/ a data network.
