Re. FDR, well OK he was dead decades before I was born, so I have only historical reports on which to judge motivations. Whatever they were, I still think "scam" is a bit over the top.

In case anyone's interested, a CBO analysis with some pretty good charts showing the ticking bombs in the SS and Medicare programs:

The information is good because it looks at the real world of inflows and outflows, and not at the fictional world of the balance sheet. The conjurers in DC try to keep you focussed on the latter because the insolvency date of 2042 is comfortably off the political horizon. But the flow imbalances occur much sooner and grow steadily unless something's done.
