The US military can buy anything it wants to, any time, any where. The key is "wants to".

Outfitting the vehicles with more armor clearly was not a priority. Adding metal plating to vehicles isn't exactly rocket science, surely given the "planning" which you'd expect them to have done, they would already have long known they need more capacity.

Spend a little money, and you get capacity.

But you need to want it. Need to have recognized problems. Need to have cut purchase orders. Clearly none of that has been done.

Easy concept. Perhaps you are not a business person.
