The second one, as it turns out, was working for everyone, including free members. That's no longer the case. Uh huh. It was working for everyone on THIS version of the site, which was rolled out September 24th, if memory serves. The fact that it was, was accidental. An oversight. My intention was to make it available to levels 10 and 11 until I got more Premium-Plus features done (Advanced Search being the biggie), then it would become available only to levels 20 and higher. The oversight was that it was working even for free members. I've been a member since 1996, and I think Dave might've been here before me, and neither of us can recall SI ever having a feature that let you read a post and have the "Next" link take you to the next post by that person regardless of thread as we now have. I stand by Dave's too-frequent assertion that the feature never existed until this version of the site.
