They've been in Iraq for almost 2 years. They've had more than enough time to "build capacity".

They certainly have had enough time to demonstrate that planning in many areas was way off the mark.

Neocon, re: If you do not have the industrial capacity, you have to invest in order to obtain it. But procurement is not in the business of creating contractors, and even if a pre- existing contractor is willing to expand, it may take time to build plant. The point is, I do not know the particulars, and neither does anyone else around here, so there is a leap to judgment. The testimony of the contractors is not clear enough to know how it relates to what Rumsfeld said: how long did it take to get up to 400 vehicles a day, for example?

Well, the short answer is that we don't know because there is no order in from the military for that increased production. What does that tell you about the priority and whether we're doing this on the cheap at the cost of additional lives? Ed

"Pentagon spokesman Larry Di Rita said at a Pentagon news conference that in August 2003, industry was producing only 15 armored Humvees per month. "Commanders there at that point started to face this growing improvised explosive device challenge and said that they would like to have higher numbers of armored Humvees than they had originally projected," he said.

American industry responded, and today about 450 armored Humvees are being made each month. There are 19,000 Humvees in the U.S. Central Command area of operations. This area extends from Kazakhstan to Kenya. Of these, officials said, 15,000 are armored vehicles or have been fitted with armor. "
