According to an official acquainted with the matter, most countries have offered strong expressions of co-operation with the commission, headed by Paul Volcker. Both France and the UK said on Wednesday that they had signed memoranda of understanding to help it in its work. But the official said there was a sense that Russia was circling the wagons, denying access to witnesses and information seen as crucial to the investigation's success. While there was still hope for diplomacy, the commission was reaching the point where it would consider taking further steps. Russian diplomats and politicians have been accused of playing an important part in helping Saddam Hussein subvert the multi-billion dollar programme, designed to alleviate sanctions on Iraq. On Wednesday, Konstantin Dolgov, Russian deputy ambassador to the UN, said Moscow was doing all it could to help. “We have been co-operating as much as we can, we have been providing information,” he told the FT. “But some of the documents have been classified, some date back and probably no longer exist.” Russia had to respect its national regulations and the limits of federal law. Yuri Fedotov, Russian Deputy Foreign Minister, recently said: “The public statements by the panel's leader, Mr Volcker, that Russia has not been active in cooperation with the panel arouse bewilderment, to say the least.”
