It means that one is dealing with Washington State which was controlled by King County which was "owned" by Boeing which was run By Bill Allen who was lawyer.

King county once had a law that property taxes could be raised only a limited percent a year.
This is no problem for a lawyer. The county hired an appraiser from another State who re-assesed property at 4 times the previous years value and presto - 4 times the tax income.

If the people have spoken, and Rossi wins by the election rules in effect at the time- which appears to be a majority of the popular vote, then the result will stand regardless of of untested laws or provisions on the books.

Because if the Legislature tries to change the rules after the fact and permit a person with the fewer votes to win, the US Supreme Court would probably be asked to step in and prevent that from happening.

Meanwhile the lawyers are just trying to make as much money (provided by taxpayers) as possible out of a close election.
