I don't see any sign of that. They have at least close to what they need now, but this is as you said almost 2 years after the war started. Also "close to what they need", isn't "everything they need", if you are one of the few who's vehicle needs armor but doesn't have it you probably are still upset even if 15,000 out of 19,000 humvees are armored.

Damn the bastard manufacturers for telling the gov't they were at capacity when they were not.

I don't think they went to the government and said "we are at capacity". They probably had some level of capacity typed in to some old report that might not accurately reflect reality. Or if this wasn't the case there are other ways for such a misunderstanding to arise. In any case production was raised from a handful a month to about 450 a month. Maybe they can increase it another 100 or 120 which would be good it might decrease the time needed from a max if 8.8 months to a max of about 7 months (or considering that not all of the Humvees are in dangerous areas you might be able to reduce both figures in half).
