Why wouldn't they defend their IPR?

Quite common behavior by smaller chip vendors because it is extremely time, cost and risk intensive to fight those battles and even more so when the opponent has massive resources and possibly a full time legal department excelling in such exercises.

It is more common to build a full IPR portfolio of solid patents to use for cross license agreements in case of future conflicts with others in a similar position.

Large vendors tend to take a more aggressive stance on this though.
