Not quite, if I understand you correctly. Independent managers? Yes! One giant fund? No!

One giant fund would interfere with the discovery process by which capital markets improve the general welfare. If this thing goes, I'm pretty sure investment options will be severely restricted, probably to low fee bond or index funds with few other options at start. By me, let the financial types compete for the business.

Over the course of two or three generations, I'd hope it would approach complete privatization.

Many a slip twixt the cup and the lip, but evolutionary change in the received dogmas might restore the general sense of individual responsibility. That could mitigate against the irresponsible nature of government spending. And make deficits a dimming memory.
