Could you elaborate further on the property taxes policy in Florida? Is there a state level law such as the Prop. 13 in CA?

We live in lower NY now, and is considering FL to retire. We went to visit many locations in FL last winter. Our impression on the property taxes was just confusing. It seemed that county and local level (city/town or village) had a lot to say on property taxes. Was this impression correct?
