Giving the command to shoot down Passenger planes loaded with people pre 9-11 was a lot more difficult then giving the command to shoot down incoming missiles. On 9/11 no one even knew to shoot down anyone. It wasn't even considered.......so much for the billions we've spent on defense. Even when jets scrambled, they were too far away to be effective. The US defense system is something the politicos and military have sold us in order to keep the effected industries prosperous. Its all a bunch of BS.
