No, that is only one element, and it applies only in the Sunni triangle. Given the torture chambers found in Fallujah, sheer terror accounts for a lot of it. The ability to infiltrate or turn members of insurgent groups; the capacity to handle a wide circle of informants, due to linguistic facility and safe contact procedures; the ability to identify moles in one's own organizations---- all of these things affect the quality of intelligence........
