Could be. But it could be bullying, too, depending on your attitude. Like I said, it's the expression coupled with the attitude. If you say "Merry Christmas" as a show of dominance, then it's bullying. You don't have to chase someone down the street with it for it to be bullying. All you need is a hegemonic or bigoted mindset.

A few years ago someone in my office complained about having a Christmas tree. If employees who wanted the tree went out of their way to say "Merry Christmas" whenever they got a chance, they would be bullying him to cow him into giving in and to ostracize him.

Bullying is intimidation to assert dominance. Rudeness and aggression are trips down the garden path.
