Re: Governments understand only one thing: POPULAR PRESSURE, Ray!

I could not disagree more strongly. I will give you two disparate examples that prove to me at least that governments are in no way interested in "popular pressure".

A Vision of Nightmares, Evil and Distrust:

commondreams.org

That is the radical fundamentalist approach to power politics.

In sharp contrast is the Vision of Hope and Progress, presented by those odious old Communists:
wired.com

Both governments hope to secure energy for their future development. One is an imperial dinosaur, and the other an ascending dragon.

Take your pick. I know who I believe to be the more enlightened leadership. :)

But in neither case are the leaders merely bowing to public pressure. They are leaders, after all. ;) Or in the case of America, world class liars, schemers and thieves.

"We will have taken the market". Markets in commodities cannot be taken. They "belong" to the lowest cost producers. Geography has already decided that a hot, well illuminated and sufficiently moist place like Brazil will produce ethanol more cheaply than the US can. That doesn't at all depend on when the US gets serious about ethanol.
