If you weren't being facetious, I believe you may have misunderstood the plan. The pebble-bed generators are to be used to produce electricity which is in turn will be used in fuel cells to split H2O into its component atoms. The hydrogen is then separated, stored, distributed to service stations in urban settings and dispensed. And the oxygen can be sold for medical and industrial purposes.

Rather circuitous. And quite energy inefficient.

But definitely better than having billions of radioactive billiard balls rolling down our freeways. Although I can see Canadians and Siberians being interested in your scheme. :)
