It is less a matter of when we acted than on what basis we acted and with whom we acted. Our basis for action should have been Saddam's failure to live up to his obligations under the terms agreed to with the UN. And we should have acted in concert with the countries with whom we mounted the campaign to drive Saddam from Kuwait. There is no excuse for what we did -- and the consequences have been horrendous. We were wrong -- the Iraqis are paying the price and so are fine young Americans. We are all losers in this mess. The mistakes are NOT tactical as you are fond of implying -- the mistakes are profoundly and squarely mistakes of policy -- and the President of the United States is ultimately responsible for those mistakes.
