I think the statistics I read were about actual trials, not cases filed. Less than 2% of cases filed in federal court actually go to trial.

When I was practicing in New Orleans, I wrote a lot of memoranda and briefs for federal court for the firm I worked for, and my impression was that the judges liked civil litigants, but here in NoVa, the Rocket Docket (EDVa, Alexandria) is very unfriendly to civil litigants, and the federal bench tries very hard to get rid of cases.
