Not enough time is correct. The man was on roll, burning along on one project after another. No time to fill out or check paperwork and he delegates responsibilities without checking the result. Too busy, you see.
Effective, but unsuited to the job offered which would demand much more respect for the employees, needing a bit more loyalty to the 'system'

I have my flaws, but cheating on my spouse and hiring illegal aliens are not things I have done. Thus, I am fully qualified to be Speaker of the House and/or Secretary of Homeland Security.

If George W. Bush is having a hard time locating people who can say that, please pass my name along. ;^)
