Why are you so obsessive over the word "operative". Do you know what it means in the context of the CIA? Here, let me help:

n 1: a person secretly employed in espionage for a government [syn: secret agent, intelligence officer, intelligence agent] 2: someone who can be employed as a detective to collect information [syn: private detective, PI, private eye, private investigator, shamus, sherlock]

The more correct term would be "asset", but even that is a stretch. Convenient means to an end, perhaps. Or how 'bout "temporary ally"? You know, like when John Kerry was a temporary ally of the NVA and VC - a convenient means to their desired ends.

Why don't liberals ever refer to Stalin, Mao, and Ho Chi Minh as CIA operatives? We supplied a hell of a lot of tangible military support to Stalin, in particular, during WWII. OTOH, we provided fewer weapons to Iraq than did the small nation of Denmark.
