I've seen so many similar claims on stock message boards that I'm no longer able to stay awake while reading them. In this example the "$25-50 million" would be the tip off. I have a hard time imagining a serious project where it isn't possible to guess the cost or available funds any closer than to the nearest $25 mil. $31.3 million would be a lot more believable than $25-50, or at least it would make for a better sounding lie.
