I believe you mean 10-yr rate in the second line

The Fed Funds rate had bottomed at 1.00% from June 03 to June 04.
The Fed Funds rate had bottomed at 3.10% during June of 2003.

I'm trying to theorize about the extreme liquidity injections of 11-8 to 12-8. The footprints seem to lead to FNM. I think the Fed monetized a chunk of their portfolio, to allow them to put "lipstick on this pig" maybe adjust duration shorter, raise some capital. Now this week we see liquidity being withdrawn (note latest week),
