In general that is true. However, it is hard to come up with a scenario or a country where such a system would offer any more protection than we have now. As with the Soviet Union, a nuclear attack would have to destroy all of our nuclear assets to be effective. Leaving just a small percentage of our nuclear weapons is an invitation to be glassed. No one can do that now. The Russians lack the capability to take out our subs, if they ever even had that ability. No one else comes as close as that.
