Deadlock over Kyoto's successor

Environmentalists want tougher action on climate change
Negotiators at the UN climate change conference in Buenos Aires are arguing well into the night in an effort to find agreement on future talks.
The European Union and the US are deeply divided over long-term action to combat global warming.

The Kyoto protocol, which puts concrete measures in place to combat global warming, is due to come into force in February, but it only runs to 2012.

The EU wants discussions on next steps, but the US says it is premature.

The issue has kept the governments arguing well past the scheduled close of the two-week conference in the Argentine capital.

'Blocking progress'

The EU wants to start informal talks next year on the future course of action to limit emissions after the Kyoto targets run out in 2012.

But the Americans, still refusing to take on targets of their own, say it is too early for such discussions.

The US is supported in this by a number of other countries.

UK Environment Secretary Margaret Beckett says the role of the oil-producing states, led by Saudi Arabia, in blocking progress should not be underestimated.

Attempts by the host Argentina to broker a compromise have so far failed to produce a breakthrough and the talks show every sign of lasting through the night.
