One of the shortages is the 4" thick glass that needs a beefed up vehicle to handle the weight. There's plenty of 2" glass on hand that doesn't require vehicle modifications but it only gives protection to 80% of what the 4" will stop. Imagine the press if some 2" was installed and someone was injured.
