It would take such a high magnitude quake to bring down a building that all of New York State and New Jersey would have felt it. If as you say it was localized to southern manhattan, then the event would be insufficient to cause any damage whatsoever. Not only that just because New York is of low seismisity doesn't mean that buildings there are not designed to withstand lateral forces of wind and a much lower inertial forces from seismic base shear.
