OT/ I think a large percentage of the benefits of higher education end up with the employers, the customers of the employers, and society as a whole.

It's really hard to capture more than a small percentage of the actual value added for most people.

Getting back to water use, here in California water for agriculture tends to be subsidized. Farmers can by water for a few dollars per acre-foot - enough water to cover one acre (212 x 212 feet) to a depth of one foot. Meanwhile, consumers are encouraged to save gallons...
